PROBLEM TO BE SOLVED: To provide an attachment for underwater operation usable in water by fitting to an underwater working machine and an underwater operation system. SOLUTION: This attachment 12 for underwater operation is fitted to an underwater back hoe 11 allowing operations underwater and used underwater and has a rotating function part. A pressure equalizing chamber 32 in which high-pressure air is supplied to always maintain internal pressure higher than an external hydraulic pressure is installed in the rotating function part at a position where water-tight structure is needed. Also, the system comprises the underwater back hoe 11, the attachment 12 for underwater operation, and a power unit 16 installed on the water or on ground and supplying high-pressure air to the underwater back hoe 11 and the pressure equalizing chamber of the attachment 12 for underwater operation.
