PURPOSE: High functional activated carbon fiber and a surface treating method thereof are characterized by executing fluoride surface treatment in a short time to generate radical, introducing chelate functional group, graft-polymerizing reactive monomer with the activated carbon fiber, maintaining specific surface area of the activated carbon fiber and increasing heavy metal absorbability. The activated carbon fiber is useful for a high functional absorbent. CONSTITUTION: A surface treating method of high functional activated carbon fiber is as follows: treating a surface of the activate carbon fiber with fluoride to generate radical on the surface; graft-polymerizing reactive monomer with the activated carbon fiber on the generated radical; and then making the grafted activated carbon fiber reacted with a compound containing chelate functional group.
