PROBLEM TO BE SOLVED: To achieve excellent construction performance, and prevent loss of fixing functions to cold insulating material due to loosening of tightening material to heat insulating material during operation of low-temperature piping. SOLUTION: After pipe covers 102 and 103 for a pipe 101 are temporarily locked, filament tapes 105 are circumferentially wound around the pipe 101 to be attached for tightening.
