PROBLEM TO BE SOLVED: To provide a license management system, etc., capable of preventing an illegal use and restricting the number of users, a using form or the like while reducing processing loads of both a license managing side and a using side. SOLUTION: A client decodes license information to confirm the presence/absence of a using restriction in starting the use of a component, and requests a license management server to make registration when the using restriction is present and registration is not performed. The license management server determines the acceptance/rejection of registration on the basis of master license information (the number of registerable times, etc.,) and performs the registration. When the using restriction is present and registration is performed, the client requests the license management server to make authentication. The license management server determines the acceptance/rejection of authentication on the basis of user management information, client management information, and the master license information (usable function (option license), or the like).
