PROBLEM TO BE SOLVED: To provide a development roller which prevents occurrence of white image fogging, also prevents image changes with time or image unevenness even in consecutive printing or partial solid image printing, and securely and steadily obtains a high quality image. SOLUTION: The developing roller has at least a resin coating layer 3a on the peripheral face of an elastic layer 3. The resin coating layer 3a comprises an ultraviolet curing type resin or an electron beam curing type resin. A voltage of 8 kV is applied to a corona discharger disposed 1 mm away from the surface of the resin coating layer 3a. Thereby corona discharge is generated to electrify the surface of the layer 3a. In this case, the absolute value of the attenuation speed of the surface potential from 0.1 sec to 0.2 or more secs after the application of charges is equal to or higher than 0.1[V/sec].
