PROBLEM TO BE SOLVED: To heighten the accuracy of diagnosing a vehicle in a server 327 for diagnosing the vehicle. SOLUTION: The server 327 for diagnosing a vehicle obtains the slip rate of a wheel transmitted from an on-board electronic license plate 11, obtains environmental information of a running area of the vehicle, and performs failure diagnosis for the vehicle on the basis of the obtained slip rate and environmental information. Thus, the failure diagnosis for the vehicle is performed on the basis of the environmental information and the vehicle information, so that the accuracy of diagnosing the vehicle can be heightened.
