PROBLEM TO BE SOLVED: To improve the reliability of availability of a system by previously recognizing a program execution request which is sent from a server computer and can make a server computer unstable, and making another computer process such a program execution request. SOLUTION: When the program execution request sent from the client computer 1 does not meet a specification condition fixed previously, a monitoring computer 2 sends it to a server computer 4 for evaluation. In addition, the monitoring computer 2 transmits a program execution request of the same specification as a program execution request which abnormally finished the application program in the past, and a program execution request of the same specification as a program execution request which made the execution result of the application program illegal in the past to the computer 4 for evaluation even when it is a program execution request meeting the specification condition.
