PROBLEM TO BE SOLVED: To provide a fuel cell manufacturing device with improved productivity, and to provide a manufacturing method for a fuel cell using the fuel cell manufacturing device.

SOLUTION: A first gas flow path is formed on a first substrate transferred by a belt conveyer BC1 driven by a driving device 58 according to a signal from a control device 56, for supplying a first reaction gas at discharge devices 20a, 20b. On the first substrate transferred by the belt conveyer BC1, a first collecting layer is formed at a discharge device 20d, and a first reaction layer is formed at a discharge device 20f. Then on the first substrate, an electrolyte membrane is formed at a discharge device 20g. Similarly, a second reaction layer is formed at a discharge device 20h, and a second collecting layer is formed at a discharge device 20j. In an assembly device 60, a second substrate having a second gas flow path formed at discharge devices 20l, 20m, is arranged in a predetermined position on the first substrate to complete manufacturing of the fuel cell.
