PROBLEM TO BE SOLVED: To provide a dynamic type ice thermal storage device, hardly causing freezing and clogging in a pipe in a heat exchanger. SOLUTION: This ice thermal storage device comprises a thermal storage tank storing thermal storing material composed of water-oil mixed liquid, a cooling device installed on the outside of the thermal storage tank and incorporating a cooling coil formed of conductive metal, and a piping system for guiding the thermal storage material extracted from the thermal storage tank to the cooling coil and returning the thermal storage material cooled in the cooling coil to the thermal storage tank.
