PROBLEM TO BE SOLVED: To solve the problem that it is not economical to carry a central control unit in a PBX of a small-scale place of business which does not need throughput so much, in the case that a central control unit of a place of business has sufficient throughput. SOLUTION: An exchange has one or a plurality of central control units and circuit terminating equipment. The central control unit is provided with a CPU which controls the whole exchange, an interface which transmits and receives control information to and from the circuit terminating equipment, a packet assembling and disassembling part which is connected to a network, packetizes the control information from the CPU or the interface, sends the information to remote circuit terminating equipment and extracts the control information from a packet when the packetized control information is received from the remote circuit terminating equipment, and a control bus which connects the CPU, the interface and the packet assembling and disassembling part.
