PURPOSE: A method for fabricating an electro-luminescent device is provided to minimize the power consumption by lowering a driving voltage. CONSTITUTION: A silver layer(8) is formed by coating silver on an upper surface of an insulation layer(9). A carbon layer(7) is formed by coating carbon on an upper surface of the silver layer. A dielectric layer(6) is formed on an upper surface of the carbon layer. A phosphor layer(5) is formed on an upper surface of the dielectric layer. An ITO layer(4) is laminated on an upper surface of the phosphor layer. A PET film(3) is laminated on an upper surface of the ITO layer.
