PROBLEM TO BE SOLVED: To detect a failure of a solar battery not by relative comparison but with an absolute measurement value. SOLUTION: It is determined whether or not the output of a solar battery string is connected to a load (S1-S2). When the output of the solar battery string is not connected to the load, voltage is applied to the solar battery string to measure the resistance value (S3-S9), and the failure of a group is determined based on the measured resistance value (S10-S12).
