PROBLEM TO BE SOLVED: To provide a polyvinyl alcohol-based resin which has 1,2-glycol bonds in side chains and has characteristics such as the non-production of dimethyl carbonate and the like, the uselessness of a process for removing the dimethyl carbonate in a process for recovering a liquid from a waste liquid after a saponification treatment, the maintenance in the solubility of the copolymer (paste) in the saponification solution (methanol) before the saponification treatment, even when the amount of the introduced 1,2-glycol bonds is increased, and the non-deterioration of the water solubility, even after receiving a heat history. SOLUTION: This polyvinyl alcohol-based resin having the 1,2-glycol bonds in the side chains is obtained by saponifying a copolymer of a vinyl ester-based monomer with 3,4-diacetoxy-1-butene.
