<p><P>PROBLEM TO BE SOLVED: To prevent secondary contamination by simply treating flying ash comprising various components containing valuable metals, and also to recover the valuable metals comprised in the flying ash. <P>SOLUTION: A base such as quicklime, slaked lime, calcium carbonate and caustic soda is added to flying ash generated by subjecting industrial waste, general waste, or the like, to incineration treatment, and heat treatment is performed.
