PROBLEM TO BE SOLVED: To provide a telephone that does not ring more than necessary in a telephone system for allowing an incoming call to automatically arrive at a telephone near an user, and to provide an incoming call controlling apparatus suitable for the telephone system. SOLUTION: The telephone 21, or the like, sends short-distance detection waves indicated by a code 100 to the periphery. When a user ID is responded, a registration request is transmitted to a server 1 and a vicinity detection notice is sent to other telephones via a telephone network. When the user ID is responded to long-distance detection waves indicated by a code 200 and the vicinity detection notice containing the responded user ID to the long-distance detection waves and the telephone ID of other telephones is detected, a deletion request is transmitted to the server 1, thus preventing the incoming call and ringing to oneself when a responder exists in a range, where the short-distance detection waves from other telephones arrive, even if the responder is detected in a range, where the long-distance detection waves from oneself arrive, as shown by a code P1.
