PROBLEM TO BE SOLVED: To provide a new thermoplastic elastomer composition having excellent mechanical strength, heat-resistance and oil resistance by improving the compatibility of an epichlorohydrin rubber and polypropylene and provide a method for producing the elastomer composition. SOLUTION: The thermoplastic elastomer composition contains (a) 100 pts. wt. of an epichlorohydrin rubber, (b) 15-200 pts. wt. of polypropylene and (c)≥0.5 pt. wt. of a solubilizing agent selected from an acid-modified polypropylene, an acid-modified polypropylene derivative and an acid-modified polypropylene graft derivative and contains the crosslinked epichlorohydrin rubber essentially homogeneously dispersed in the polypropylene. The composition is produced by sufficiently blending the epichlorohydrin rubber, polypropylene and the solubilizing agent in a kneader, adding a crosslinking agent capable of crosslinking the epichlorohydrin rubber to the blended mixture and crosslinking the epichlorohydrin rubber by further kneading the mixture.
