PROBLEM TO BE SOLVED: To provide an optical element which largely changes the total light transmittance, has a small haze value and is highly transparent. SOLUTION: The polymer gel composition comprises a polymer gel continuous phase, a polymer gel particle dispersed in the polymer gel continuous phase which solely causes volume changes by stimulus, and a liquid contained in the polymer gel continuous phase and in the polymer gel particle, where the polymer gel particle contains a dimming material, and the polymer gel continuous phase and the polymer gel particle form an interpenetrating network structure.
