PROBLEM TO BE SOLVED: To provide a floating type wave force power-generating device serving as a wave absorbing device which can be easily installed, is inexpensive comparatively, can convert both vertical wave and traveling wave into energy, has high efficiency, has a wave absorbing effect by installing the device, and can come in practice shortly. SOLUTION: A shaft (13) at the end of an arm (6) is connected to the shaft of a swinging motor (17) for hydraulic pressure set on a floating body, generated hydraulic energy is sent to a hydraulic motor (26), rotation is increased by a speed increasing mechanism (27), a flywheel (29) is rotated through a one-way clutch (28), and an air turbine (30) and a generator (31) are attached coaxially.
