PROBLEM TO BE SOLVED: To prepare a water-based solid cosmetic having excellent transferability to a finger or a small tool, and good softness when coating of the cosmetic, and providing excellent dryly finished feeling and gloss feeling of the surface. SOLUTION: This water-based solid cosmetic contains a component (a): a shape-modified composite powder obtained by aggregating and uniting many nearly spherical particles and having many ruggedness on the surface, a component (b): agar and/or gelatin, and a component (c): water.
