PROBLEM TO BE SOLVED: To properly perform driving support based on information on an action pattern accumulated for each driver, thereby performing the driving support in consideration of an action pattern of a driver. SOLUTION: Based on at least one change of the position monitored by a position monitoring part (position acquisition part) 122 which monitors a current position of a vehicle and the speed monitored by a speed monitoring part (speed meter) 123 which monitors a speed of a vehicle, a vehicle parking/stopping state determining part (control part 130) determines whether the vehicle is parked/ stopped. When it is determined that the vehicle is parked/stopped, a vehicle parking/stopping enable/ unable determining part (control part 130) determines whether or not the vehicle can be parked/ stopped at the current position thereof based on a past driving route of a driver stored in advance and vehicle parking/stopping enable/unable information stored in an association with this driving route.
