PROBLEM TO BE SOLVED: To provide electronic watermark technology fit for on-demand printing, using contents on a network to obtain printed matter such as a book. SOLUTION: When deciding whether a decision target image is an image obtained by processing an original image or not, decision target image data including element drawing data for drawing each element constituting the decision target image are acquired, a similarity decision amount is calculated about the element constituting the image shown by the decision target image data acquired by referring to similarity decision amount calculation data showing a calculation technique for the similarity decision amount predetermined about the element constituting the image by the calculation technique shown by the similarity decision amount calculation data, and a similarity degree between the decision target image and the original image is decided by a similarity degree between the calculated similarity decision amount and the similarity decision amount about the corresponding element inside the original image.
