PROBLEM TO BE SOLVED: To record a transfer route of electronic money, i.e., a change history of a possessor of the electronic money.

SOLUTION: A user A receiving issue of the electronic money records the electronic money into an IC card 10a. The electronic money is transferred to an IC card 10b (a user B) from the IC card 10a (the user A) through an electronic money transfer device 40. The user B requires authentication of the electronic money received in the IC card 10b to an electronic money management device 30. When executing the authentication, the electronic money management device 30 records the change history (A→B) of the possessor of the electronic money. When the electronic money is transferred from a final possessor recorded in the electronic money management device 30, the authentication is concluded. When not transferred from the final possessor, the authentication is not concluded.
