<P>PROBLEM TO BE SOLVED: To provide a purifying device which can purify a substance to be decomposed which is incorporated in a gas-liquid mixture or liquid. <P>SOLUTION: A voltage of full waveform is applied between a pair of electrodes 145, 146 by the use of a power supply apparatus 142, discharge light is generated, and thereby the substance to be decomposed which is incorporated in the gas-liquid mixture is decomposed.
