PURPOSE: A ring oscillator is provided to generate a clock signal having a constant frequency regardless of a supply voltage. CONSTITUTION: A ring oscillator comprises first to N-th delay units(1 to N) connected in serial with each other, and an inverter unit. Each of the delay circuits includes an inverter section(110) and a delay and inverting section(120). The inverter section receives a ring oscillator clock signal, inverts the received signal, and generates an inverted signal. The delay and inverting section receives bias voltages from an external source, receives the inverted signal from the inverter section, and delays, inverts, and outputs the signal. The inverter unit receives an activated ring oscillator enable signal from an external source, inverts the delay signal of the N-th delay unit, and transmits the signal to the first delay unit.
