PROBLEM TO BE SOLVED: To provide technology for provisioning an emergency voice call service via the Internet between a remote central control center and a digital video recorder (DVR) or between mutually separated DVR and DVR in the alarm raising situation by packaging a voice call function utilizing an Internet phone of a VoIP system particularly in the DVR. SOLUTION: When an alarm is raised in the DVR on the job site. even without another general telephone set, a user takes a transceiver of a DVR side Internet phone to immediately call and speak with an Internet phone of the set remote work station or when an alarm is raised in the opposite direction, the user takes a transceiver of a remote work station side Internet phone to immediately call and speak with the DVR side Internet phone on the job site. Further, voice conversations can be mutually performed by utilizing the Internet phones between the DVR on the mutually different job sites linked to a network or to the Internet.
