<P>PROBLEM TO BE SOLVED: To improve an operation service to a waiting occupant at a stand by eliminating waste allocation of a stand call. <P>SOLUTION: Existence of an opened elevator is detected by an opened elevator detection part 402 in a group management control part 4 at the time of inputting the stand call. If there is a corresponding elevator, whether a user can ride or not based on a load in a cage is judged by a riding judgement part 403. When riding is possible, stand call information at that time is deleted from a stand call storage art 401. When the stand call information is held at the time of starting the elevator, user occupants are judged as being left at the stand, so as to automatically generate stand call in the same floor and same direction.
