PROBLEM TO BE SOLVED: To secure a quality of a traffic flow from a high-speed node by minimizing packet losses or processing delays to smoothly and stably exchange packets when receiving the flow in the comparatively low-speed conventional node. SOLUTION: A sending buffer 20 having a plurality of openings 30-0, 30-1, ..., 30-n for packet transmission in a transmitting node 12 includes a packet transmission path for connecting the neighboring openings from the upstream side to the downstream side and a judging means for, while taking into account a burst size which is received from the other node of a packet transmission destination from each opening and is receivable for the other node, judging whether or not a packet is to be transmitted from the relevant opening to the other node or whether or not the packet is to be sent through the packet transmission path to the neighboring opening on the downstream side.
