PROBLEM TO BE SOLVED: To minimize an adverse influence on a system by reducing a load on a CPU for controlling an HDD, and enabling the CPU to recognize the maximum value of an access time and a parameter at that time. SOLUTION: A hard disk controller sets a data transfer command stored in a memory 206 by a descriptor format and the parameter to the HDD 208. reads the descriptor of an address designated by the pointer of a succeeding descriptor in the descriptor after the data are transmitted, and repeats an operation to set the data transfer command and the parameter to the HDD 208. A transfer time measuring means for measuring a data transfer time whenever the command is issued and a storage means for holding the maximum value of a transfer time in data transfer performed by a plurality of data transfer commands and reading it, are arranged in the image storage control part 205 of the hard disk controller.
