PROBLEM TO BE SOLVED: To improve thermal efficiency in the reforming reaction in a high-temperature reaction section 6 of a steam reformer 1 by suppressing heat energy necessary for heating. SOLUTION: The steam reformer 1 has a double-tube structure consisting of an inner tube 2 and an outer tube 3. The inner tube 2 has a high-temperature reaction section 6 equipped with an oxygen-containing gas introduction section 5 and a mixed catalyst layer 4 formed from a mixture of a steam-reforming catalyst and an oxidation catalyst. The outer tube 3 has a steam-reforming catalyst layer 16 formed around the inner tube 2. A part of the inner tube 2 having the high-temperature reaction section 6 and a part of the outer tube 3 facing the inner tube are arranged via a heat insulation section 24 having a hollow section 28. At an inner wall section 25 constituting the hollow section 28, a clearance section 30 for preventing heat transfer to an adjacent layer 7 adjacent to at least the high-temperature reaction section 6 is formed.
