PROBLEM TO BE SOLVED: To provide a technique capable of downsizing an apparatus to be charged, highly efficient charging the apparatus to be charged by suppressing heat generation during charging. SOLUTION: This charger, used by connection with the apparatus to be charged having other power supply and a secondary battery, and outputting the power for charging the secondary battery to the apparatus to be charged, comprises a discrimination circuit 12 for discriminating whether or not the apparatus to be charged includes a first control circuit 22 for controlling outputted voltage and current and a second control circuit 51 for controlling a current and voltage inputted into the secondary battery 23.
