<p><P>PROBLEM TO BE SOLVED: To provide an image processing apparatus, an image processing method, and an image processing program which can reduce flickering of an image with a simple configuration. <P>SOLUTION: The image processing apparatus 100 is provided with a statistic value arithmetic section 10, a correction parameter arithmetic section 20, and an image correction section 30. The statistic value arithmetic section 10 generates statistic value data 10A. The correction parameter arithmetic section 20 generates a control signal in response to a degree of a scene change, uses a low pass filter whose time constant is changed on the basis of the control signal to smooth the statistic value data 10A and generate a correction parameter.
