PROBLEM TO BE SOLVED: To provide an effluent oil diffusion preventing method which can prevent the diffusion of effluent oil, beginning with the settling of the same. SOLUTION: The effluent oil diffusion preventing method is implemented by releasing a number of buoyancy materials 1A, 1B from under water toward the effluent oil L floating on the water W, and imparting buoyancy to the effluent oil L by the buoyancy materials 1A, 1B. The effluent oil L contains a component that can form a mass S and sinks in the water, and the buoyancy material 1A is composed so as to be bonded to the mass S. On the other hand, the buoyancy material 1B is composed so as to engage with each other, and therefore a number of the buoyancy materials 1B engage with each other on the surface of the effluent oil L in the water, to thereby form a wall body 2.
