A cost effective vacuum pump has a cylindrical reservoir (1) closed at the bottom and filled with a liquid charge. The reservoir is rotated about a central vertical axis causing the water to form a vortex. When the lower tip of the vortex reaches the base of the reservoir a central valve (4) is opened to drawn in liquid and air and generate suction. The control valve can use sliders, flaps membranes etc. and can be mechanical, electric, pneumatic or hydraulic. An alternate design has the vortex created by a rotating plate (3) in the bottom of a fixed round reservoir.
