PROBLEM TO BE SOLVED: To provide a plastered wall/plastered roof substrate which has a heat insulating effect, and has waterproofing property that is not degraded by moisture or provision of a water section after finishing of a plastered wall. SOLUTION: The plastered wall/plastered roof substrate is formed of a plastered wall/plastered roof substrate sheet and a coating net. The plastered wall/plastered roof substrate sheet is a laminated body consisting of an expanded resin sheet, an aluminized film laminated on one surface of the resin sheet, and a water-absorptive nonwoven fabric laminated on the other surface of the same. The coating net is formed of chemical fibers. Then the plastered wall/plastered roof substrate thus formed is attached to a skeleton of a building by a fixture having a specific shape.
