PROBLEM TO BE SOLVED: To provide an efficient electro-osmotic pump, conveying an aqueous solution by electro-osmotic action. SOLUTION: Fibers 26 of silica are disposed in an internal cavity of a tube 12, and electrodes 16, 18 are provided on both ends of the tube 12 to constitute a pump tube 30. A voltage source 20 is connected to one electrode 18, and the other electrode 16 is grounded to generate an electric field. By this electric field, the charged aqueous solution is moved in the pump tube 30. The fibers 26 function as active elements for applying electric charges to a large quantity of aqueous solution.
