The system takes sequential images of a seat area 51, etc. from which an object aboard the vehicle is detected, and obtains a difference between the sequential images. When a change steeper than a desired threshold is detected with reference to the difference between the sequential images of the seat area 51, etc., the object aboard the vehicle in the seat area 51, etc. is determined as a living body.
