<p><P>PROBLEM TO BE SOLVED: To provide an electronic toll collection system, etc. capable of automatically collecting tolls even in facilities where collection of the tolls is dependent on the number of passengers of a vehicle 17 such as in a theme park or a zoo where animals are left loose. <P>SOLUTION: A camera 15 mounted on the vehicle 17 takes a background image 50 before passengers get on the vehicle, and it takes a seat image 55 after passengers get on the vehicle. The system obtains a difference in the images between the background image 50 and the seat image 55, and detects presence of an object aboard the vehicle by detecting a change from the difference. The system takes sequential images of a seat area 51, etc. from which an object aboard the vehicle is detected, and obtains a difference between the sequential images. When a change steeper than a desired threshold is detected with reference to the difference between the sequential images of the seat area 51, etc., the object aboard the vehicle in the seat area 51, etc. is determined as a living body.
