PROBLEM TO BE SOLVED: To realize stabilization of adhesive strength between an electrode wire or the like and upper part exterior sheet due to thickness unevenness of the electrode wire or the like, and improvement of temperature distribution of heating temperature of the plane heat generating member at manufacturing of the plane heat generating member. SOLUTION: When manufacturing the plane heat generating member by using a method of laminater or the like, by working the electrode wire or the like (electroconductive material containing metal and non-metal) to a constant thickness, the adhesive strength between the electrode wire or the like and the upper part exterior sheet is stabilized and pressure by heat roll of the laminater applied to a heat generating resistor sheet, the area to which the pressure is added, and the area to which the heat is added are stabilized.
