PROBLEM TO BE SOLVED: To make it possible to generate embedded images of high quality even when the volume of secret information is enormous in data volume by changing the format of secret information to be embedded in accordance with the embeding tolerance of an original image in which images are embedded or the sorts of images and then embeding the secret information. SOLUTION: A secret information volume calculation part 101 calculates the data volume Ja of secret information A and a embedding tolerance calculation part 102 calculates the embedding tolerance Kb of an original image B. A embedding processing part 103 determines a embedding method of the secret information A on the basis of the data volume Ja and the embedding tolerance Kb.
