PURPOSE: To provide a device for water treatment that combines coagulation by electrochemical treatment and filtration treatment, and a method for treating water using the same for treating fluids, such as CMP wastewater, that contain microparticles and nitrogen components. CONSTITUTION: The device comprises a filter device (13) having a first filter that is immersed in a fluid containing objects of removal and a second filter that is formed of a gel film adsorbed onto the surface of the first filter, and a pair of electrodes (12) that removes nitrogen compounds from the fluid by an electrochemical method.
