PURPOSE: A crinkling device is provided to crinkle selectively lower and upper edges of a film, to secure a simple structure, and to change the movement distance of crinkling elements. CONSTITUTION: A crinkling device has a slide rod(16) to which a second crinkling element(15) is fixed. The slide rod is guided in a frame(2) to move vertically between a lower position(L), that the second crinkling element does not contact with a lower edge(4) of a foil web(1), and an upper position that the second crinkling element crinkles and deflects upward the lower edge of the foil web. The slide rod is returned to the lower position when the slide rod is not exposed to force that acts upward. First connection devices(17¬1,18¬1) form a connection unit detached between the slide rod and a first driving element unit(8) as a driving element(7) is operated toward a first direction(11) to move the second crinkling element to the upper position. Second connection devices(17¬2,18¬2) form a connection unit detached between the slide rod and a second driving element unit(9) as the driving element is operated toward a second direction to move the second crinkling element to the upper position. The foil web is crinkled only from the lower edge by operating the driving element in the first direction. The foil web is crinkled selectively from the upper edge or from both the upper and lower edges at the same time by the first crinkling element without crinkling the lower edge by operating the driving element in the second direction.
