PROBLEM TO BE SOLVED: To provide a coil element manufacturing device which is kept simple in structure, reduced in working man-hours, and capable of easily winding a conductor especially on an annular core and a method therefor. SOLUTION: The coil element manufacturing device is equipped with a conductor guiding member 4 for guiding a conductor 2 to an annular core 1 and a coil forming member 5 winding the conductor 2 guided by the conductor guiding member 4 on the core 1 by deforming the conductor 2. The coil forming member 5 is equipped with a deforming surface 51 which changes the direction of feed of the conductor 2 guided by the conductor guiding member 4 toward the core 1 and curves the conductor 2.
