摘要 PROBLEM TO BE SOLVED: To provide a load controller for a thermal power generation plant by which an abnormality in control is recovered without the emergency stop of the plant when the abnormality occurs in a control loop which is important for the plant. SOLUTION: Difference between a drum level measurement value Lm of a drum level measuring instrument 1 and a drum level setting value Ls of a drum level setting apparatus 2 is calculated by a subtractor 3. Deviation Df is converted into a function x of the deviation Df by a first function generator 4, and then, converted into a power generation load dimension F(x) by a second function generator 5. The power generation load dimension F(x) is added to the abnormal deviation of other control factors by an adder 6, and addition deviation SD is time-differentiated by a differentiation circuit 7, and subsequently, its absolute value is limited to a prescribed value by a signal low-value limiter 8. An adder 12 calculates the difference between the limited value of the time-differention of the addition deviation SD and the time differentiation of a power generation load request command MWD or its fixed value, and a signal low-value limiter 13 limits its absolute value to a prescribed value. A change ratio limiter 16 reduces the power generation load request command MWD to a setting value from a setting apparatus 14 by the ratio of the output of the signal low-level limiter 13, so as to output it as a power generation amount output command MWD'.
