PROBLEM TO BE SOLVED: To eliminate the problem wherein abnormality of a power receiving device cannot be reported to the outside as abnormality information as mixed voice and data. SOLUTION: The device comprises an abnormality deciding portion 61 for deciding whether the power-receiving device 3 is abnormal, based on the monitored result of a monitoring sensor portion 4 for monitoring the power receiving device 3; an abnormality detecting portion 62 for recognizing the abnormality content, when the power receiving device is decided as being abnormal; an abnormality information generating portion 65 for generating abnormality information, including abnormality content data and abnormality content voice; and an abnormality information reporting portion 50 for reporting the abnormality information, generated in the abnormality information generation portion through a communication network 5 to an intensive management center 6 and a PHS 7 in a deemed voice system.
