PROBLEM TO BE SOLVED: To effectively send a warning on a real time basis when there is overspeed without being an unpleasant warning even when there are customers. SOLUTION: The overspeed monitoring system monitors overspeed of a vehicle on the basis of traveling information of the vehicle, and it is provided with a passenger detecting means for detecting presence or absence of passengers on the vehicle, an overspeed detecting means for detecting that the vehicle has exceeded a predetermined speed, and a warning means for outputting different pieces of warning information in response to the presence or absence of passengers detected by the passenger detecting means when the overspeed detecting means detects that the vehicle has exceeded the predetermined speed.
