PROBLEM TO BE SOLVED: To provide a device capable of eliminating defects in a conventional technique by rotating a cutter holder in a constant cycle speed and constituting a cutter in an extraordinarily simple structure without an additional mass for generating a constant centrifugal force. SOLUTION: The device consists of a disc rotating at a constant cycle speed and having one or a plurality of cutters which can be moved between a stationary position and a cutting position respectively, and cuts a label supplied as an endless hose at a constant interval. The respective cutters are connected with a portion formed by soft magnet material, one or a plurality of electromagnets are disposed around the rotating cutter disc, and the electromagnets apply force to the soft iron portion connected with the cutters, and the cutters are constituted so as to be moved between the stationary position and the cutting position.
