PROBLEM TO BE SOLVED: To provide a method and an apparatus which can efficiently decompose hardly decomposable organic chlorine compounds such as dioxins. SOLUTION: In a first reaction tank 12 which is filled with photocatalytic silica gel 17 containing TiO<SB>2</SB>and equipped with a high-output intermediate-pressure mercury lamp 15, organic compounds in waste water excluding the hardly decomposable organic chlorine compounds are decomposed by a photocatalytic action. The hardly decomposable organic chlorine compounds are decomposed by an advanced oxidation process in a second reaction tank 13 which dissolves ozone gas in the waste water after the above treatment and has a high-output intermediate-pressure mercury lamp 16. As the other organic compounds have been decomposed in the first reaction tank 12, the hardly decomposable organic chlorine compounds can be decomposed efficiently without wasting the ozone gas and the like for decomposing the other organic substances during the treatment by the advanced oxidation process. By supplying the ozone gas and oxygen gas discharged from the second reaction tank 13 to the first reaction tank 12 through an exhaust supply pipe 21, these gases are not wasted but used for the decomposition of the other organic compounds.
