PROBLEM TO BE SOLVED: To provide a device freely movable when pressed to operate a horn while maintaining a continuous or uniform clearance between an air bag module on an operator's seat side and the structure therearound. SOLUTION: In a device 10 and a method for maintaining the uniform clearance between the periphery of the air bag module 70 and the structure 74 around the module, the device comprises an at least one bush 14 having a projected part 26 extending from the surface thereof outward and at least one insulator 28 having a bush opening 30 formed so that a part of the bush can be slidably stored therein and formed so that the bush opening is formed to define the limit of the movement of the part of the bush in the bush opening.
