Drugs containing lactam compounds or pharmaceutically acceptable salts thereof as the active ingredient that are useful for increasing the glucose transportation capacity or for treating or preventing diabetes, diabetic peripheral neuropathy, diabetic nephropathy, diabetic retinosis (diabetic retinopathy), diabetic macroangiopathy, glucose tolerance failure, adiposis or obesity are disclosed.
