PROBLEM TO BE SOLVED: To enable the pressure welding of a swelling member to a drainage pipe by a simple constitution without the use of a tool. SOLUTION: The swelling member 12 is constituted by making a pair of bowl-shaped members 18 and 19, which are composed of an elastic body, face a tip side of a holder body 11 of a temporary scaffold holder 10. A nut member 30 is fixed to the member 18. The nut member 30 is screwed to a screw member 31 at the tip of a shaft 28 which passes through the holder body 11 and the members 19 and 18. When the shaft 28 is turned in the direction of an arrow R, the member 18 is moved leftward along with the nut member 30 so as to come into contact with the member 18, and each of side parts 22 and 23 is elastically deformed outward so as to be pressure-welded to the drainage pipe P.
