<P>PROBLEM TO BE SOLVED: To provide a solution for taking a long time for deciding if observation data is effective, because real time correlation processing of the observation data in observation time cannot be done owing to time-consuming process before the correlation processing. <P>SOLUTION: Observation information with observation data is transmitted from more than two agencies in which networks are constructed to a data processing agency. Then the data processing agency calculates propagation delay difference between each observation datum out of the transmitted observation time information to store it as primary stage delay amount.
